brush your teeth, watered your crops? What did you used in these activities?
The answer, yes it is Water. What do we mean by water? Water is a chemical compound with
the chemical formula H2O. A water molecule contains one oxygen and two hydrogen atoms connected by covalent bonds. Water is a liquid at temperatures above 0 °C (273.15 K,
32 °F) at sea level, but it often co-exists on Earth with its solid state, ice,
and gaseous state (water vapor or steam).
Water also exists in a liquid crystal state
near hydrophilic surfaces. Water
covers 71% of the Earth's
surface, and is vital for all
known forms of life. Can you live without water? No, we can survive without
solid food for about a week but we can’t live without water. Our country is
blessed with its water resources for the Philippines’ is surrounded with water.
We earn from it, live with it and enjoy life with its use. So, let us discover
one of an Act ion our constitution that provide for a comprehensive water
pollution control policy. And that is the Clean
Water Act of 2001. It is hereby declared the policy of the state to protect
its water resources with the framework of sustainable development toward
promotion of economic growth while conserving and preserving a balanced and healthful
ecology.
The
environmental management Bureau (EMB)
of the Department of Environment and Natural Resources (DENR) has the responsibility for the implementation and
enforcement of the provision of the Clean Water Act. It has jurisdiction over
all aspects of water quality and water pollution.
Local
Government unit and entities are intended to undertake plan and projects which
will affect water quality. Every individual has a social responsibility to
protect our water resources. Placement of any solid, liquid or gaseous matter
that pollutes the water bed or cause water pollution, construction and
installation of any apparatus, equipment that discharges poisonous pollutant
into the water is prohibited and punishable by the law. Different establishment
should have their own water treatment facility to lessen the pollutant in the
water.
Government,
national and local agencies shall encourage the business and industrial
sectors, through the formulation of appropriate processes and procedure that
protect the environment and manufacture environmental products and introduce
process that reduce waste pollution.
Any
person violated the act is punishable of not less fifty thousand pesos (P50,000.00)
but not more than one hundred thousand pesos (P100,000.00) or imprisonment of
not less than two (2) years but not more than six (6) years, or both, in the
discretion of the Court. If the offense is committed by a corporation,
partnership, or other juridical entity duly organized in accordance with law,
the chief executive officer, president, general manager, managing partner or
such other officer-in-charge of the business operations shall be liable for the
commission of the offense penalized under this Act. If the offender is an
alien, he shall, after service of the sentence prescribed above, be deported
without further administrative proceedings.
All
the generated income from fines, fees and penalties of the different
individuals and institution can be used directly by the government institution
to different projects and programs as a fund in protecting and preserving bodies
of water.
Aside
from oxygen (air) that is essential to human. Water is needed to sustain life
on earth. We Filipinos are fortunate to be surrounded with water; we all have
an access to clean water that we can use. It helps us to live. From household
activities, personal use, agriculture, industries, mining to recreation, we use
water and we earn from it and contribute in economic development and growth. Since
we enjoy most of our activities involving water, we humans should act as one in
saving, preserving and protecting our water resources.
Nowadays
shortage of water supply is experienced by some of our countrymen. They still
get their water from well, river and other bodies of water; the sad part of it
is they have to take a long journey to get some water. Nature has its own way
of getting retaliation to humans; let us not wait for the day that we are going
